Position Title: Senior Food Security Officer
Location: HQ, Arlington, Va.
Date: November 30, 2007


  • I. General Functions:

    Program development resulting from field assessments, literature reviews, and academic background according to USDA, USAID, foundation, or private sector guidelines related to nutritional security and sustainable food systems
    Provide technical assistance and oversight of IRD field programs in the area of food and nutrition

    Provide guidance on nutritional assessments and monitoring and evaluation of food and nutrition programs

    Ensure compliance of all food and nutrition grants according to donor requirements

    II. Major Responsibilities:

    Lead Food and Nutrition Security Assessment Missions that will result in Food Security proposals to viable donors

    Engage IRD country staff and encourage the development of work performance that reflects IRD’s core mission, goals, and program management principles.

    Promote HQ’s relationship building with field staff, donors, and partner organizations.

    Develop communications and team-building strategies in order to support meaningful teamwork between HQ’s and field personnel.

    Monitor and analyze food security program implementation and performance that includes, program objectives and indicators, budgets, donor regulations, and compliance.

    Provide support to HQ staff in the preparation, review, and defense of proposals, grant amendments, and waiver requests to donors.

    Promote, manage, and coordinate food aid shipments and in-kind contributions.

    Supervise and evaluate field staff performance and assist in drafting SOW and hiring of staff members.

    Monitoring of field staff reporting to ensure highest quality compliance to HQ’s and to donors

    Assist in the development of IRD/HQ program strategy and implementation as it relates to Food Security.

    Travel to regions when necessary to train and provide guidance on program opera

    Coordinate with appropriate IRD/HQ staff to ensure that the IRD program agreement and implementation and monitoring activities accurately reflect the approved program.

    III. Minimum Qualifications

    Requires 7 to 10 years experience in overseas development, with at least 7 years working in a non-governmental organization or the US government. Experience managing USG (USAID, DOS, or USDA) funded programs and a sound grasp of program planning cycles and different contracting mechanisms used by donor partners to make awards.

    Master’s degree (M.A., M.S. or MPH) or equivalent in international development, preferably with a strong focus on nutritional security and food-related programming. Additional experience in agriculture, economics, nutrition, business management or related area is welcomed.

    Knowledge and understanding of international development programming, project development, grant administration and management procedures. Understanding of principles, methods, practices, and operational procedures of a variety of successful private business enterprises or NGOs is desirable.

    Knowledge of the dynamics of economic and social development, including the framework of NGOs assistance and development programs; networking through an international community; project designs and implementation; potential impact of project and non-project assistance on development; and the formulation of development policies, strategies and methodologies in the private

    Technical knowledge of the issues related to project feasibility and assistance in the assigned field, with emphasis on emerging needs in, in order to effectively maintain liaison and coordinate related external donor assistance programs in these fields.

    Must be articulate and demonstrate clarity in written and oral communications and, be capable of responding appropriately to certain situations, requirements and inquiries.

    Must be able to travel to regional offices for related program management or project development activities.

    Already posses the legal right to work in the United States. IRD will NOT sponsor applicants.
